The Sault Trails Advocacy Committee (STAC) is the organized body behind the development of the John Rowswell Hub Trail. STAC works with the City to promote and create trails for the benefit of Sault area residents.

The trailhead at the top of Finn Hill is named after Jim Miller, who was the head of STAC when the John Rowswell Hub Trail was proposed. The trailhead makes it easy for people living in the nearby neighbourhoods to connect to hiking and cycling opportunities on the Trail.
